英国ビジネス・イノベーション・技能省（Department for Business, Innovation and Skills、BIS）は2月11日、"Open access to research publications:independent advice"（試訳：研究論文のオープンアクセス：中立的助言、 pdf:39ページ）を公開した。
本報告書は、英国OAコーディネーショングループ（UK Open Access Co-ordination Group）議長Adam Tickell教授による助言を記述するもの。2015年７月、Jo Johnson大学科学大臣（Minister for Universities and Science）の依頼により作成された。
