cOAlition Sは、7月15日、"Plan S Rights Retention Strategy"を策定したと発表した。
これは、Plan Sに準拠するための必須要件の1つである知的財産権に関する戦略を示したもの。
cOAlition Sは、研究成果のOA（オープンアクセス）を制限する出版社と研究者間の出版契約（著作権の移行）問題に対処するために本戦略を策定したと説明。
本戦略は、cOAlition Sの参加機関がPlan Sの促進に向けて、最低でもAAM（Author Accepted Manuscript、著者最終稿）をCC BYの下、即時OAで公開することを研究者への助成要件に盛り込こと、本戦略の適用に向けて購読モデルおよび混合モデル（購読およびOA）を採用する150の出版社に既存の出版契約の修正を求めていること、出版社がとるべきアクションなどを示している。
