Science Europeは、4月5日、ヨーロッパの大学、研究機関、研究助成機関、図書館、リポジトリなどを代表する9機関との連名で、非営利の教育・科学関連のリポジトリやアーカイブ、図書館などをDSA（Digital Services Act 、デジタルサービス法）※適用から除外するよう求める声明を発表した。
DSAはインターネットプロバイダーなどの営利業者を対象としており、非営利業者については除外プロセスが設けられているものの、そのプロセスが複雑なうえ、判断基準が加盟国や調整担当官に委ねられているため加盟国間の法的不確定性などにつながるおそれがあるという。また、除外プロセスのために追加的な事務・資金面の負荷がかかるとして、非営利の教育・科学関連のリポジトリやアーカイブ、図書館などを同法の対象外とすることを訴えている。
※オンライン空間の新しいリスクに対応して、規制監督・説明責任・透明性に関する枠組みを定める法案。
