ホワイトハウスの科学技術政策局（Office of Science and Technology Policy、OSTP）は2月22日、公的助成研究成果へのアクセス拡大を図るために連邦行政部・機関長へ宛てたメモランダム"MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES, SUBJECT:increasing Access to the Results of Federally Funded Scientific Research"（PDF6ページ）を公表した。
政府は公的助成研究成果へのパブリックアクセス拡大に全力を尽くすとして、研究開発費予算が年間1億ドル（93億円相当）を超える政府機関に対し、論文と科学データへのアクセス拡大計画を策定し6か月以内にOSTPへ提出せよと命じたもの。なお、論文エンバーゴは12か月を基本とせよとしている。
この指令は、"We The People"に掲載された嘆願書"WE PETITION THE OBAMA ADMINISTRATION TO:require free access over the Internet to scientific journal articles arising from taxpayer-funded research"に応えた形となった。局長John Holdren氏からの嘆願書への回答はこちら：Increasing Public Access to the Results of Scientific Research
