米国電気電子技術者協会（別称米国電気電子学会。Institute of Electrical and Electronics Engineers、IEEE）はこのたび、「当会は、科学論文の質とインパクトを評価する手法として増大する計量書誌学的指標（bibliographic indicators）の重要性を認識し、指標に人為的影響を与えることを目的とした、特定誌の被引用数に影響を及ぼすような行為を厳禁する」として、計量書誌学的指標の適正利用に関する声明を発表した。
